In Canada, there is strict filter for immigrants: in this practice is
satisfied by no means poverty-stricken family, it is officially moving
to residence in France. In summer 2005, David Barlau with his wife
Sophie and their two daughters came to Montreal in the hope of
establishing their own business. Husband worked on computers, wife
taught French. The problems began at a time when the family filed a
petition for permanent residence: the Ministry of Citizenship and
Immigration Services rejected the request, citing the fact that one of
her daughters - 7-year-old Rachel Barlau - can not qualify for
permanent residence in Canada for medical reasons. As a child suffers
from cerebral palsy, a girl "may increase the burden on the social and
health services. According to the calculations of officials, health
care and education in special schools would be required for 5-thousand
dollars a year more than a typical child.
